You got to understand what is f-value first, before read this post.
Have you ever seen a picture with a very sharp subject whilst the background is blurry? Like the picture below:

Blurry and sharp background is the effect of deep of field or DOF. The DOF can be determine by the f-value. Low f-value will give you a shallow DOF (means blurry background) and high f-value will give you a deep DOF (means sharp background).
It depends on you; if you want to concentrate more on your subject than its background (like portrait, sport or macro photography) you can use low f-value for a shallow DOF. Whilst you can sharpen the background (like landscape photography) by increasing the f-value for a deep DOF. Check the pictures below, as I took by using a chair leg as my subject with variation of f-values. Spot the difference of their background.
